  For FDR, fighting against Nazi Germany was the first priority then once that was resolved the same level focus would be aimed at Japan which is referenced as the Major target being “Europe First”. Furthermore, it was important to maintain some pressure in the Pacific Theater while the Allied leaders began planning campaigns such as D–Day.
